Privacy and Terms URLs Required for Toll-Free Verification

Toll-free verification now asks for both a Privacy Policy URL and a Terms & Conditions URL before submission.

What changed

Two required fields have been added to Step 3 of toll-free verification, under the Messaging use case section and directly below the opt-in workflow images:

  • Privacy Policy URL
  • Terms & Conditions URL

Steps 1 and 2 are unchanged.

What this means

Starting September 15, 2026, carriers will reject any new toll-free verification submission that does not include both links. Adding the URLs during submission helps keep new toll-free numbers moving through verification.

Existing verified numbers are out of scope for this change and do not need to be updated or re-verified.
